Project Purpose

This study will address roadway and pedestrian safety, multimodal accessibility/connectivity (bicycle, pedestrian, and transit), and transportation demand management (TDM) needs along Alternate Route 58 (Cummings Street) from Bradley Street to the I-81 Exit 17 ramps. Study elements will include, but are not limited to, access management, turn lane improvements, traffic signal timing, intersection geometric improvements, and pedestrian improvements. The project recommendations that come from this study will be developed into funding applications for SMART SCALE Round 7.

Public Information Meeting

The Virginia Department of Transportation (VDOT) hosted a public meeting to gather feedback on a transportation study on the Alternative Route 58 (Cummings Street) corridor in the Town of Abingdon. The in-person meeting was held on Tuesday, Feb. 17, 2026, at the EO Regional Workforce and Child Development Hub, 300 Towne Centre Drive, Abingdon, VA 24210.

Survey

The Phase 2 survey regarding proposed alternatives for the Cummings Street corridor from Bradley Street to the I-81 Exit 17 ramps in the Town of Abingdon was completed in February 2026. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Alternative 1: Enhanced Bradley Street Pedestrian Crossing

The proposed enhanced pedestrian crossing at Bradley Street will improve the safety and accessibility of the existing crosswalk across Cummings Street through the following changes:

  • Construct a pedestrian refuge island so that pedestrians only cross one direction of vehicular traffic at a time.
  • A recently funded roadway project includes changing traffic flow to one lane with a dedicated turn lane on Cummings Street between Route 11 and Remsburg Drive. This study option includes extending the lane configuration between Remsburg Drive and Bradley Street.
  • Provide new directional, Americans with Disabilities Act (ADA) compliant curb ramps.

Alternative 2: Concepts near Abingdon Shopping Center

The proposed alternatives near the Abingdon Shopping Center will improve safety and access by:

  • Constructing a raised median with left-turn lanes.
  • Consolidating left-turn movements at specific driveways to reduce vehicle conflicts and improve sight distance.
  • Providing an enhanced pedestrian crossing at Bradley Street.

There are four options, with the only difference being where left-turn movements are provided to and from businesses: 

  1. The first option provides left-turn movements in and out at the central shopping center driveway, while restricting all left turns at the southern driveway closest to Arby’s. No left turns are provided to Abingdon Olive Oil Company.
  2. The second option provides left turns into the shopping center at the central driveway, while providing left turns out of the shopping center at the southern driveway closest to Arby’s. No left turns are provided to Abingdon Olive Oil Company.
  3. The third option provides left turns into the shopping center just at Mont Calm, while providing left turns out of the shopping center at the central driveway. No left turns are provided at the southern driveway closest to Arby’s. Left turns are provided into both Abingdon Olive Oil Company driveways.
  4. The fourth option provides left turns into the shopping center at the central driveway, while providing left turns out of the shopping center at the southern driveway closest to Arby’s. Left turns are provided into Abingdon Olive Oil Company at Grove Terrace Drive.

Alternative 3: Cummings Street Pedestrian Bridge at Cook Street

The proposed pedestrian bridge above Cummings Street at Cook Street will improve the safety of pedestrians crossing Cummings Street. The proposed bridge would connect to Veterans Memorial Park on the west side of Cummings Street and to Cook Street on the east side of Cummings Street.

Alternative 4: Additional Turn Lanes at Cummings Street / Cook Street

The proposed additional turn lanes on Cummings Street at the Cook Street intersection will improve safety and traffic flow of the intersection through the following changes:

  • Construct a second northbound left-turn lane from Cummings Street onto westbound Cook Street.
  • Construct a southbound right-turn lane from Cummings Street onto westbound Cook Street.

Alternative 5: Concepts from Cook Street to I-81

There are two proposed options for improving safety and access from Cook Street to I-81 Exit 17 by:

  • Constructing a raised median with left-turn lanes.
  • Consolidating left-turn movements at specific driveways to reduce vehicle conflicts and improve sight distance.

Option 1:

  • Provide left-turn movement onto Towne Centre Drive from Cummings Street.
  • Construct a raised median from Cook Street to I-81 and not allow all other left-turn movements to and from driveways.
  • Extend Green Spring Road from Cook Street into the Hampton Inn Shopping Center to provide left-turn access via the traffic signal at Cummings Street / Cook Street.
  • Build a new driveway from Towne Center Drive into Wendy’s to facilitate access via Towne Centre Drive.
  • All properties except for Exxon and Hardee's have left-turn access to/from Cummings Street via Towne Centre Drive or Cook Street traffic signal.

Option 2:

  • Provide left-turn movement into McDonald’s and left-turn movement to and from the Hampton Inn Shopping Center.
  • Construct a raised median from Cook Street to I-81 and not allow all other left-turn movements to and from driveways.
  • Build a new driveway from Towne Center Drive into Wendy’s to facilitate access via Towne Centre Drive.
  • All properties except for Exxon and Hardee's have left-turn access to/from Cummings Street via provided median opening or Cook Street traffic signal.

Alternative 6: Exit 17 Southbound I-81 Off-Ramp Improvements

The proposed southbound I-81 off-ramp concepts at Exit 17 onto Cummings Street will improve safety and traffic flow by increasing vehicle capacity and decreasing queue spillback onto I-81. There are two southbound I-81 off-ramp improvements options.

Option 1:

  • Convert southbound off-ramp traffic onto northbound Cummings Street to a free-flow movement, removing this right turn from signal control.
  • Increase the signal green time available to other interchange movements since the off-ramp right-turn movement is converted to free-flow operation.
  • Note: This alternative would result in a full property take of the Exxon gas station.

Option 2:

  • Convert the current off-ramp left-turn lane to a shared left- and right-turn lane to provide two lanes of right-turn capacity onto northbound Cummings Street.
  • Increase the signal green time available to other interchange movements since more lane capacity is provided for the southbound I-81 off-ramp.
