BR-25-02: Route 19/Alternate Route 58 - Russell County
At intersection with Alt U.S. Route 58
Project Purpose
This study will address safety, congestion mitigation, capacity preservation (to keep traffic flowing smoothly), and transportation demand management (TDM) needs at the intersection of Route 19 and Alternate Route 58 from A Hanson Drive to Resilient Way. Study elements will include, but will not be limited to traffic signal timing, access management, intersection geometric improvements, and other traffic improvements. The project recommendations that come from this study will be developed into funding applications for SMART SCALE Round 7.
Public Meeting
The Virginia Department of Transportation (VDOT) hosted a public meeting to gather feedback on a transportation study on the Route 19 and Alternate Route 58 intersection at Hansonville. The in-person meeting was held on Wednesday, Dec. 17, 2025, at Southwest Community College, 724 Community College Road, Cedar Bluff, VA 24609.
Survey
The Phase 2 survey regarding proposed alternatives for the Route 19 and Alternate Route 58 intersection at Hansonville was completed in December 2025. The study team will use the input obtained from the public as it refines the alternatives and performs planning-level cost estimation before selecting the preferred alternative(s) to address the identified needs.

Alternative 1: Continuous Green T-Intersection with one northbound through lane
Description of Alternative:
Under a Continuous Green T-Intersection, one direction of travel - in this case northbound travel along Route 19 - is allowed to bypass the intersection without stopping. The left-turn movement from the side street - in this case Alternate Route 58 - uses a channelized receiving lane on the major street to merge onto the major street. The remaining signal-controlled traffic movements are more efficient due to fewer traffic signal phases. To learn more about a Continuous Green T-Intersection, please visit VDOT's dedicated webpage.
The proposed Continuous Green T-Intersection with one northbound through lane improvement will reduce crashes and improve operations by making the following changes:
- Allow northbound travel along Route 19 to pass through the signalized intersection without stopping for the traffic signal
- Adjust the lane configuration for northbound Route 19 so that one through lane is retained through the intersection, with the second approach lane becoming a drop left-turn lane onto Alternate Route 58
- Provide a channelized receiving lane on northbound Route 19 north of Alternate Route 58 for left-turn traffic from Alternate Route 58
- Allow adequate merge distance to enable access from Alternate Route 58 to A Hanson Drive north of the signalized intersection
Note: There is potential for driveway modifications for the Valero gas station to best accommodate access within the proposed intersection design.
Alternative 2: Continuous Green-T Intersection with signalization of all Alternate Route 58 right turns
Description of Alternative:
This choice combines the Continuous Green-T intersection improvement with the signalization of Alternate Route 58 right turns onto southbound Route 19. The right-turn signalization would lessen merging and weaving pattern crashes between the Alternate Route 58 right-turn acceleration lane and the U-turn lane onto northbound Route 19. The existing eastbound channelized right-turn lane would be removed and the Alternate Route 58 signalized intersection approach would be widened to add a traditional right-turn lane.
This alternative will reduce crashes and improve operations by making the following changes:
- Allow northbound travel along Route 19 to pass through the signalized intersection without stopping for the traffic signal
- Replace the free-flow right-turn lane with a signalized turn lane, so that drivers merge safely without conflicting traffic
Alternative 3: Continuous Green-T Intersection with channelization of Alternate Route 58 right turns
Description of Alternative:
This alternative combines the Continuous Green-T intersection improvement with a separation of eastbound right-turn traffic from Alternate Route 58 onto Route 19 southbound depending on ultimate direction of travel. Drivers intending to stay on southbound Route 19 towards Abingdon will use the existing channelized right turn, same as today. Drivers expecting to make a U-turn from southbound Route 19 towards the Valero gas station will use a signal-controlled right-turn lane from Alternate Route 58. The area for queued traffic waiting to make a U-turn will be separated from Route 19 traffic by a concrete median.
This alternative will reduce crashes and improve operations by making the following changes:
- Implement the Alternative 1 Continuous Green-T intersection improvements
- Reduce the risk of weaving crashes by separating eastbound right turns on Alternate Route 58 by ultimate direction of travel
- Drivers who are traveling south towards Abingdon would continue to use the existing channelized eastbound right-turn lane along Alternate Route 58
- Drivers preparing for a U-turn to travel northbound on Route 19 would be required to use the signalized eastbound right-turn lane along Alternate Route 58
- The lane configuration along Route 19 south of the signalized intersection would be modified to separate traffic preparing for a U-turn to travel northbound on Route 19 (or turn towards the Valero gas station) into an extended U-turn storage lane with a vertical channelizing median
