Project Purpose

The purpose of this study is to analyze the safety and operational issues identified along Route 17 from Massaponax Church Road to the Caroline County Line, with a focus on providing safety improvements, preserving capacity (to keep traffic flowing smoothly), and enhanced bicycle and transit access. Recurring congestion occurs Monday-Friday at the intersections of Route 17 and Massaponax Church Road, Benchmark Road/Crossroads Parkway, Jim Morris Road/Thornton Rolling Road, and Tidewater Trail/Sandy Lane Drive. The corridor has a high number of rear-end crashes. The objective of this study is to identify cost-effective preferred improvement alternatives that address the documented needs.

Survey

The Phase 1 survey regarding current transportation needs on Route 17 from Massaponax Church Road to the Caroline County line was completed in May 2025. The study team will use the input obtained from the public to better focus on solutions and develop alternatives to address the identified needs.
