CU03: U.S. 250 (Richmond Road)

CU03 Overview Map

Hansen Road to Interstate 64

Project Purpose

The purpose of this study will be to analyze the operational and safety issues identified along Route 250 (Richmond Road) between Hansen Road and Interstate 64. The Richmond Road segment between Hansen Road and Rolkin Road has been identified as a Potential for Safety Improvement. Congestion has been observed along the segment heading towards Interstate 64 with back-ups impacting upstream intersections and resulting in a high frequency of rear-end crashes. On-going and future development along Peter Jefferson Parkway will impact Richmond Road operations. Finally, the corridor has been identified in VDOT's Pedestrian Safety Action Plan 2.0 as a Priority 2 location. Pedestrian facilities are inadequate on and across Richmond Road.

The study goal will be to identify cost-effective innovative solutions that will improve the safety and operations of the Richmond Road network. Intersection improvements will also evaluate reducing conflicts with bicyclists and pedestrians and minimizing travel distances on roadways. Grade separated bicycle/pedestrian accommodations will be evaluated, as this may provide both safety and operational benefits. Bicycle/pedestrian network connectivity and transit options will be evaluated to reduce future vehicular internal and regional trips and preserve capacity. The study team will also ensure that improvements are consistent with the County's comprehensive plan and contextually sensitive.
